The Construction Manager is responsible for the construction, operation and maintenance of the Tribe’s built environment and utilities. The Construction Manager supervises the managers of the Utilities & Maintenance divisions. This position provides professional technical services on assigned projects for the design, development, construction, alteration, or installation of facilities, buildings and equipment and leads teams during the construction, remodeling, renovation, and maintenance of buildings, facilities, roads, and utilities for the Squaxin Island Tribe.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The employee in this job shall provide professional technical services on assigned projects for the design, development, construction, alteration, or installation of facilities, buildings, roads and equipment for the Squaxin Island Tribe. Provides technical leadership and assistance on new construction, community water and wastewater system, transportation, campus-wide preventive and routine maintenance programs, and energy and sustainability programs.
Organizes a Project Management Team for Construction Projects. Serves as the team leader for project management team. Assures that the program and maintenance staff are involved in projects.
Prepares preliminary construction cost estimates to assist in planning projects, new construction, and maintenance and repair.
Ability to visibly inspect buildings inside and outside, inspect areas that have underground cables or pipes, and identify deficiencies and evaluate for resolution.
Performs supervisory duties according to Tribal policies and procedures; encourages continuous education and training; fosters a collegial and productive work environment.
Writes or assists in writing performance based scopes of work for maintenance projects, housing, or other small projects that do not require designs by an A+E firm.
Participates in negotiating and drafting construction contracts. Collaborates with the Legal Department during all phases of contract execution, including contract disputes.
Monitors construction progress, ensuring that costs, timing and contract requirements are being followed.
Ability to certify payroll from an active contract’s processed payroll if the contract, and/or, funding, require the Tribe to certify the contractor’s payroll activities and/or payroll records.
Reviews construction invoices and recommends payment. Assures weekly payrolls have been submitted, are up to date on federally funded projects prior to recommending payment.
Responsible for responding to RFI’s, scoping, pricing, and negotiating changes under contracts, completes request for contract modification.
Inspects construction in progress to ensure that work meets the plans and specifications and code requirements.
Reviews and comments on all design deliverables, product submittals, and construction submittals.
Coordinates and conducts final inspections on all projects.
Demonstrates high level of personal and professional ethics, model compliance with Tribal policies and procedures.
Provides leadership and direct management for new construction, utilities, facilities, road construction and maintenance, including the oversight of contracted professional and support services.
Develops and implements emergency and contingency operations plans for utilities and facilities supporting the Tribe’s Emergency Management Program in cooperation with the Emergency Division of PCD.
Oversees detailed seasonal, annual, and long range plans to improve the overall maintenance and sustainability of tribal buildings, facilities, roads and other structures.
Directs planning processes and bid cycles for new capital construction projects. Oversee and monitor development and management of contracts for construction, facility improvement and recurring services for facilities.
Closes-out project including as-built drawings, operation and maintenance manuals, training on building systems and functions.
Administers the warranty period by coordinating warranty work with the Contractor and scheduling a 10 warranty inspection to ensure warranty work is accomplished prior to expiration date of the contract.
Serves as a team member conducting annual facility surveys, developing cost estimates and priority lists for funding within maintenance, utility, special projects, and capital projects budgets.
Provides technical support to Planning, Housing, Utilities, Maintenance, and Facilities Engineering.
Develops comprehensive short and long-range program plans and annual goals and objectives; coordinates plans with related tribal, local, state and federal agencies.

The requirements listed below are representative of the knowledge, skill, and/or ability required:
Proficiency with a wide variety of standard office software and common software applications;
Write clearly; ability to draft complex policies, plans, and procedures, train staff and community on those policies, plans and procedures.
Proficiency in specialized project management, asset management, design and mapping software. Familiarity with advanced spreadsheet applications, computer aided drafting, cartography, technical graphics and data exchange.
Knowledge of advanced mathematics including but not limited to geometry, algebra, calculus and statistics.
Knowledge of public utilities system operation, maintenance and construction is desirable.
EDUCATION and/or EXPERIENCE:
Master’s Degree in physical or environmental sciences or related field and two years of business or public administration experience, which includes two years of managerial or supervisory experience, related to construction, utilities or facilities management; OR Bachelor’s Degree in physical or environmental sciences or related field; and four years of public works and facilities management, which includes two years of managerial or supervisory experience, related to utilities and facilities management activities; OR Associates Degree in physical or environmental sciences or related field and six years of utilities and facilities management experience, which includes two years of managerial or supervisory experience, related to public or private business activities OR High School and eight years of construction, utilities or facilities management experience, which includes five years of managerial or supervisory experience, related to public or private business activities.
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES. LICENSES, REGISTRATIONS:
Must have valid Washington State Driver’s License. Must successfully pass a Tribal and WATCH background check.
